The assessment process

Event information collected
You complete the event questionnaire, and we confirm the details we hold about attendance, timings, activities and the venue.

Hazards and audience considered
We consider the audience profile, expected behaviour, alcohol, age groups and the activities taking place.

Venue and emergency access reviewed
Site layout, terrain, lighting, access routes, rendezvous points and the route for NHS emergency services are reviewed.

Provisional personnel and equipment proposed
A provisional proposal is drafted covering personnel, equipment and where first-aid points or treatment areas should sit.

Resilience, responder breaks and escalation considered
We check that the proposal holds up over the full event day, including breaks, handovers and what happens during a simultaneous incident.

Competent-person review
A competent person reviews the proposed arrangements before anything is issued to you.

Organiser approval and final documentation
You review and approve the arrangements, and the final documentation is issued for your event file.
Medical personnel are not a second pair of hands
JTL Medical personnel deployed medically cannot simultaneously be counted as security staff, stewards, catering staff, inflatable attendants or any other operational role. Where an organiser’s plan relies on the same people doing two jobs, the medical provision is not in place.
Attendance alone does not set the answer
We do not apply a single staffing ratio to every event, and we do not present any ratio as a legal requirement. Attendance figures are one input among many, including activities, audience, venue, timings and access to NHS emergency services. Read more about what the review considers.
